HCS Congratulates Albany College of Pharmacy and Health Sciences and Russell Sage College on Merger Milestone
Higher Ed Consolidation Solutions (HCS) congratulates our client, Albany College of Pharmacy and Health Sciences (ACPHS), and its merger partner, Russell Sage College (RSC), on the signing of a definitive transaction agreement, moving one step closer to the creation of a unified, mission-driven university serving New York’s Capital Region and beyond.
This binding agreement, approved by both institutions’ boards in July 2025, significantly evolves from the Memorandum of Understanding announced in April. Regulatory reviews are underway, and full merger completion is anticipated by fall 2027.
Since December 2023, HCS has been privileged to support ACPHS through a rigorous partner identification and evaluation process. This process led to the selection of Russell Sage College and the design of a merger strategy rooted in shared values, complementary strengths, and a bold vision. Today’s milestone is a testament to that discipline, alignment, and leadership.
As the future institution comes into focus—with a projected enrollment of 4,000 students, $246 million in assets, and expanded interdisciplinary offerings—it stands as a model of what thoughtful, mission-driven consolidation can achieve. From health sciences and pharmacy to education, business, and the arts, this new university will drive the region's educational access, workforce development, and community well-being.
